Drowned

A man (public enthusiasm) drowns while clutching to a sign that reads "credit for tax reduction" and is surrounded by "votes." Meanwhile, a man (political factions) stands on a dock (Congress) and throws a floatation device (delayed tax relief) toward the drowning man. An injured man (tax fight) watches from the dock.
