MSU Libraries & Title II

Title II of the ADA requires all digital systems and content at public universities to be accessible and comply with the Web Content Accessibility Guidelines (WCAG) 2.1 AA by April 2027.

The MSU Libraries’ Accessibility Unit is responsible for coordinating the Libraries’ Title II response and our overall compliance strategy, but we work and communicate closely with library administration and across library divisions and units on implementation. Accessibility is a core value of the MSU Libraries and we've been leaders in a variety of library accessibility projects and improvements for many years. We’re committed to continuously improving our digital accessibility to comply with the new regulations and have established specific Title II priorities, goals and partnerships.

Title II Priorities

The MSU Libraries is prioritizing its Title II efforts by evaluating and improving the digital accessibility of these high impact areas:

Title II Goals

We have many Title II goals and action items. A few major goals from our high priority/impact areas are highlighted below. 

MSU units are using an automated web accessibility evaluation tool that scores compliance against WCAG 2.2 AA, MSU's technical standard. By April 2026, we aimed to score 80% or above for:

We will be setting new goals for 2027 soon. 

For third-party content/platforms purchased or licensed by the MSU Libraries, we have been actively requesting accessibility license language, collecting accessibility documentation, and encouraging vendors to improve their accessibility since 2015. As of April 2026, we:

  • Have requested accessibility compliance via contractual language from all vendors we have licenses with. 
  • Will continue collecting accessibility documentation/information from third-party vendors.
  • Will continue pressuring inaccessible third-party vendors to address accessibility issues and building accountability/required improvements into our negotiating and licensing procedures.

For digital communications, social media and videos, we aim for:

  • All new social media posts to be accessible.
  • All new digital communications to be accessible.
  • videos hosted on Libraries' MediaSpace and YouTube channels to be captioned. (Achieved 98% in April 2026)

The Libraries staff as a whole are very committed to accessibility. As of April 2026, 100% of the Libraries staff has completed MSU's Disability and Accessibility Policies Training.
