Uncle Sam (the nation) plays the drums of "Nationalism," accompanied by Senator William Borah playing the drums of "Americanism." A man (U.S. Senate) walking in the oposite direction plays a different tune (World Court, the League, and internationalism) on his flute, while raising both middle fingers.
