Too big a step
Uncle Sam stands with his legs on opposite sides of a river bank (wet side and dry side). Beneath him flows a river (drink question) riddled with rocks (local option, eventual elimination of the saloon, government control of whisky distribution, gradual reduction of alcohol in beverages, final settlement of the drink question, and true temperance).
