We don't seem to be gaining on it very much
Mr. Dry (the drys) tries to use a fishing pole (Volstead enforcement) to catch a large fish (prohibition) while another man (the rest of us) holds on to the back of the boat (our unsettled conditions). The boat is crashing on a large wave (crime waves) with several ripples (unsettled world conditions) around.
