What the yelling is all about
Uncle Sam sits near the Niagara Falls while a man (jealousy of Lake Cities) points towards a man in the background (Chicago) holding a cow (our water needs) drinking out of Lake Michigan. Across the Niagara Falls, another man (Canadian power & shipping interests) also points towards the man with the cow and yells, "Hey! Make him stop stealin' my water!"
