Using it to protect himself
Mr. Dry (Anti-Saloon League) outside a store (U.S. Constitution) is being hit by several objects (attack on Prohibition). Uncle Sam steps out of the store with a cane (repeal) to chase Mr. Dry away, who believes he is protecting the store.
