A ship (Mighty Chicago) carrying Chicago products is tied to the harbor of a small body of water (Lake Michigan). Atop the ship the captain (Captain Dearborn) seems confused as signs around the harbor read: "to world markets via St. Lawrence--blocked by Eastern interests" and "to world markets via Mississippi River--blocked by Western indifference."
